Police: Youth Home Worker Shows Troubled Teens Pornography of Himself

(KUTV) An employee at a southern Utah youth home for troubled teens has been arrested on charges that he showed boys at the school pornographic videos and pictures of himself.

Prosecutors Wednesday charged Donald M. Brown, Jr, 48, of St. George with ten counts of dealing in harmful material to a minor, a third degree felony.

Brown worked as a youth supervisor at the Youth Foundation Success Academy in LaVerkin.

“There were multiple kids involved as well as multiple offenses,” said LaVerkin Police Chief Lloyd Watkins. “It was a personal cell phone that he had that he’d bring in to work that he had images and videos on that he would show the kids.”

Police detectives write in court documents that six boys at the youth home confirmed seeing between 15 and 50 pornographic videos and images on Brown’s cell phone.

“They described that they were shown videos of Don having sex with his wife and another woman,” a detective wrote in the probable cause statement used in Brown’s arrest. “They were each very descriptive in the images they saw as well as days, and locations.”

Brown’s wife is also an employee at the school, according to police, and confirmed with the detectives that she was involved in the sexual acts the boys described and that she knew her husband was filming the threesomes.

When questioned, detectives say Brown initially denied showing the boys any illicit images but that he did “talk to the boys in great detail about his sex life,” according to the arrest narrative report filed in court documents.

Later in questioning, detectives write that “Donald then admitted that they had seen pornography on his phone ‘several times,’ but that every time was an accident. He then stated that he had ‘A LOT of accidents.’”

Chief Watkins says officers seized Brown’s cell phone and will further analyze the videos and images contained inside once they receive a search warrant. He says detectives are also trying to figure out if Brown had a motive for allegedly showing the boys the images.

“At this point we don’t believe there was any physical contact or anything like that,” Chief Watkins said. “The person that’s supposed to take care of the kids is the one that’s actually abusing them in this manner.”

LaVerkin’s police chief and an employee at the front desk of the school both said Brown was fired from the school Tuesday, the day of his arrest.

“The school does a good job,” Chief Watkins said. “They screen their employees the best they can but like any other business, you’re going to have your employees that go sideways on you.”

Brown had an initial arrangement Wednesday afternoon and is still being held on a bail set at $50,000.

As he got older, teachers loved his energy and intelligence, but his emotional immaturity easily distracted himself and other kids around him.  He smoked pot for the first time at age 7, Chris told the late Times reporter Jan Rynearson in a 2006 story about his teen years, and drug use escalated by the time he was in junior high school.  As a teenager, his behavior got really out of hand at home and at school, according to his father, Phil Canup. He became belligerent and difficult to handle. “We were at our wit’s end,” said Phil.  He and his wife, Linda, sent Chris at age 16 to Cross Creek Ranch in Utah, a residential facility that specialized in troubled teens. His stay at the ranch was chronicled in a Times’ article written by Rynearson. which can be viewed here at: www.tctimes.com/troubled-teen-helped-through-stay-at-cross-creek.  Chris became a mentor to other kids in the Cross Creek program, helping them to acclimate in a new environment away from home. When he came home 18 months later, he graduated from Fenton High School in the class of 2007. That’s when the Canups really began to notice addictive behavior in their son. “He was being secretive, dishonest and manipulative,” said Phil. “No matter how much we tried to do for him, he always wanted more, and it all went for drugs.”  The following decade found Chris in a whirlwind of drug use, followed by stints in rehab, then returning to a very prevalent drug culture in Flint. It all ended on Wednesday, Jan. 27, when he was found dead of an apparent heroin overdose in a hotel where he was living on Dort Highway.  “I wake up in the morning and wonder what could I have done differently,” said Phil. “I know it’s not my fault. Chris was very personable and had a huge heart. I felt like he was making progress. But then, there was this really dark side. I feel totally helpless. I’m just going to have to come to grips with this. It’s never going to go away. He kept reaching out. HEAL Note: We share the above because we believe Canup's death to be directly related to the abuse he suffered at Cross Creek and his parents ongoing delusions regarding what went on at Cross Creek.  It is a shame Chris's parents still can't admit that Cross Creek was a bad idea for their family.  One would hope the death of their child would wake them up to reality.  This is just so sad.  RIP Chris. 
Northwest Academy investigated for abuse allegations; students also exposed to contaminated water  By: Nikki Bowers Posted: Jan 31, 2019 / 09:57 PM PST / Updated: Feb 01, 2019 / 06:14 PM PST NYE COUNTY, Nev. - The Nye County Sheriff's Office has been actively looking into allegations that the staff has been using excessive force against students at Northwest Academy.   Northwest Academy is in Amargosa, which is about an hour and a half north of Las Vegas. The school is for at-risk and troubled teens. Detectives interviewed a former student of the academy who said he was physically assaulted by 29-year-old Caleb Hill, who's a teacher. Nye County Sheriff said the former student said he was assaulted, even thrown to the ground by Hill and picked back up off the floor on numerous occasions. As detectives interviewed staff and students at the school, they received numerous complaints about Hill's use of force with them. Hill acknowledged that the tactics he used were against the school's policies. Hill was arrested and booked into the Nye County Jail on charges of child abuse and endangerment. Detectives continued to speak with students who complained of injuries including broken bones, mostly in their toes, but the staff refused to get them medical care. Deputies also discovered that the water at Northwest Academy is contaminated with arsenic and other harmful substances.  It turns out that the staff was providing bottled water to the students, but they were limiting them to only three small bottles of water a day.   A lot of students also reported rashes on their skin which they believed was due to them showering in contaminated water. Doctors were called to the school to exam the students, and doctors confirmed that the rashes on the students were a result of the contaminated water they were showering in.  The doctor also said that three bottles of water a day is an insufficient amount. The water is being retested for its current arsenic, flouride, and nitrate levels.  Nye County Sheriff said it obtained a report from the State of Nevada's Department of Environmental Protection that reads as of the last water test at Northwest Academy on Nov. 6, 2018, the arsenic levels in the water were over three times the drinking water standard. Detectives also discovered that Northwest Academy stopped treating the water around October 2016.   The Nevada Department of Environmental Protection Bureau of Safe Drinking Water started trying to work with Northwest Academy in early 2018 to bring the school's water system back into safe drinking water regulations. The school was given a deadline of Dec. 2018, but as of Jan. 28, 2019, Northwest Academy is still not in compliance. NCSO obtained a search warrant for the blood and hair samples of the children to test for arsenic and other harmful substances they were exposed to while housed at Northwest Academy. Students at Amargosa Valley boarding school report broken bones from abuse, teacher arrested Gabriella Benavidez, Gabriella Benavidez  AMARGOSA VALLEY (FOX5) --  Nye County Sheriff's Office arrested a teacher who works at Northwest Academy in Amargosa Valley.   Caleb Hill, 29, from Pahrump, was booked into the Nye County Detention Center and charged with child abuse, neglect or endangerment.  A former student told investigators Hill was abusive.  "The juvenile described being assaulted and slammed by Caleb on several occasions. The juvenile described being picked up by Caleb and being thrown to the floor," Nye County Sheriff's Office Sgt. Adam Tippetts said.  Apparently, Hill didn't deny it.  "Caleb acknowledged that this tactic was against school policy," Tippetts said.  When detectives went out to the school, they found even more victims. On Friday, the Sheriff's Office released a video of deputies helping someone down the stairs. The faces are blurred but a cast on the person's right leg is clear.  "Detectives spoke with students who claimed they had injuries and broken bones generally toes for which they were refused medical care." FOX5 asked the Sheriff's Office if Hill caused the injury. They said they couldn't comment on an ongoing investigation.  Northwest Academy is a private boarding school for at-risk teens between 12 and 17-years-old. The school is located about an hour-and-a-half away from the Las Vegas Valley.  On their website the schools claims, "We work with troubled teens in a kind, caring and non-invasive manner."  While detectives were interviewing students and staff, they discovered something else.  "Multiple juveniles reported rashes that had developed on their skin," Tippetts said.  Practical support helps students overcome college hurdles Financial assistance is a start, but mentoring and academic guidance are also key components to success. According to the Sheriff's Office, the school knew for several years the water was contaminated. Deputies determined that was why they gave students some water. The Sheriff's Office said they were limited to "three small bottles of water per day."  The property operates and owns wells. The school was treating the water for arsenic and fluoride but stopped treating the water in 2016, according to officials. In November, the Nevada Department of Environmental Detection determined the arsenic in the water was three times higher than the standard drinking level.  The school was given a deadline of Dec. 31, 2018 to fix the problem. According to deputies, school officials didn't. FOX5 called Northwest Academy Friday night and school officials said they did not have a comment and referred us to their lawyer.  School officials also did not say if the water has been fixed, but they mentioned the campus is still operating normally. More students come forward amid abuse, poisoning allegations at Nye County School Cyndi Lundeberg Cyndi Lundeberg Reporter/Anchor Updated Feb 5, 2019 | Posted on Feb 4, 2019  At the end of January, the Nye County Sheriff's Office began investigations into Northwest Academy in the Amargosa Valley. Deputies say multiple students said they were being abused by staff. The school is a type of boarding school for troubled teens.  Fox5 spoke with two students who went to the school, the first Gabriela Hudak, says it was so bad she wanted out any way possible.  "I wanted to kill myself, and I tried to kill myself," she says.  Hudak says she was also refused medical treatment. On one occasion she says she had an abscess that began to balloon on her forearm.  "It got really big and my mom came to visit so eventually they had to send me to the hospital and I ended up with MRSA," she says.  Fox5 spoke to another student who had similar stories about medical treatment, but Carolyn Hodges also says she was physically punished for lying.  "I had to have 100 pound bag of rocks, I had to carry it on my back, and the only time I could take it off was if I was sleeping or showering," she said.  Both of these students attended the school more than 10 years ago, but just last week similar allegations surfaced after Nye County Deputies began investigating. In a statement NCSO says multiple students said they were being abused by people on staff, and one teacher Caleb Hill was arrested. Here's what one student told deputies about Hill.  "The juvenile described being picked up and thrown to the floor," Sergeant Adam Tippetts said.  Investigators also said kids had broken bones and were being denied meidcal treatment. They also found that the water had three times the levels of safe arsenic. Students had rashes consistent with drinking and bathing in the water. But despite this, the school is still open.  Fox5 stopped by the School and a person at the front office said there was no one available to talk. Fox5 also called the NCSO about the investigation to see if any other educators are being investigated. We also called the Nevada Department of Environmental Detection to check on the arsenic levels, which were supposed to be in check by this month, none of the previously mentioned got back to us.  For those former students, Gabriella Hudak and Carolyn Hodges, they just want people to remember yes this is a place for troubled teens, but ultimately these are kids.  "Sometimes people just want to deem kids but, ya we might make poor choices but that's not who we are or what we mean to do," Hudak said.  The NCSO says the school was supposed to have their water levels fixed by January, but stopped treating their water in 2016. They were providing students small amounts of water, which a doctor determined was not enough. Investigators arrested a teacher for child abuse. Doctors then found teens with skin rashes linked to high levels of arsenic in the water. No one from Northwest Academy will talk on camera. The school’s attorney sent a statement on Tuesday saying, “Northwest Academy has been applauded by former students and their parents for the caliber of service that it provides.” One woman who used to work at the school said she has a different memory. “They were slamming them throwing them pushing them against walls, kicking them.” She didn't want to be identified but she said the teens were treated like prisoners and now she wants to see the school shut down. She worked mostly as a "dorm parent" in 2017. She said her job was to watch the students to make sure they behaved. “I would have rather worked in a jail than helped out there. ... If a student was in trouble they weren’t provided food.” Nye County Sheriff's Office investigators found high levels of arsenic in the school’s water supply. This woman said she saw where the water came from. “It came from a pond on the facility that was dirty and gross.” She said the abuse fueled the troubled teens to act out more. “To watch them all harm themselves and do all these things that were life threatening and nothing was being done about it - I couldn’t do that anymore.” She went to the administration but she sid the administration was part of the problem. “They were telling them that suicide is an option.” Records show the owner of the school, Marcel Chappuis, lives at a house on the property. No one answered the door Tuesday night. Investigators arrested teacher Caleb Hill for child abuse abuse last week. Students complained Hill picked them up and throw them to the ground. Hill admitted to deputies he got physical with the kids. Nye County Jail records confirmed he bonded out last week. He didn't answer the door at his home on Tuesday.  “Some of these kids just had a little behavior issues nothing too major. Or some of them even had their parents just dump them there because they didn’t want them to come home. But they needed people who actually cared for them and not people who just used them as a paycheck,” the former employee said. Northwest Academy owners arrested, charged with 43 counts of child abuse  By: Kel Dansby Cristen Drummond Posted: Feb 13, 2019 / 08:11 AM PST / Updated: Feb 13, 2019 / 10:11 PM PST AMARGOSA VALLEY, Nev. - Northwest Academy, which is at the center of an abuse investigation, will surrender its license once placement is found for all of the kids currently in attendance, according to the Nevada Department of Health and Human Services. There are currently 20 students who must be moved. This is just the latest development in the trouble-plagued school in Nye County. Earlier Wednesday, Las Vegas Police confirmed that Northwest Academy owners Marcel Chappuis and Patricia Chappuis were taken into custody without incident at a residence located in the 7600 block of Painted Dunes Drive at approximately 11:53 p.m. on Feb. 12.  LVMPD Lieutenant David Gordon says the suspects had active felony warrant(s) for child neglect/endangerment/abuse. The warrant stemmed from the investigation conducted by the Nye County Sheriff's Office over allegations of child abuse and neglect at the Northwest Academy located in Amargosa Valley, Nevada. The suspects were taken into custody without incident and booked into CCDC on 43 counts of child abuse and neglect. This makes three arrests since the Nye County Sheriff's Office began investigating the facility last month. A teacher was arrested last month and accused of child abuse and neglect.  Some former students spoke with 8 News Now Wednesday and say the recent allegations are surprising. "They like restrained me a couple of times. They didn't injure me at all or harm me," said Dylan Howard, a former student from March 2016 to Oct. 2016. He speaks highly of Northwest Academy. He attended the Nye County boarding school for troubled teens in 2016. He now lives in Arizona and spoke with 8 News Now over the phone Wednesday. Howard says staff made it a safe environment despite physically restraining him, at times. "If I was doing bad stuff, I would be held down if I was ever acting up, throwing a fit, I would be held down until I calmed down but they never did anything over the limit of what they were allowed to do," Howard said.  Nye County Sheriff's Office started investigating child abuse and neglect claims after a student accused teacher Caleb Hill of assaulting him on several occasions. The 29-year-old was arrested after he admitted to "going hands on"  and placing students on the ground because they didn't respond to verbal commands. The sheriff's office also reported the tap water has three times the level of safe arsenic. The Nevada Division of Environmental Protection has been working with the facility to address the problem. The sheriff's office says students were to be provided three bottles of water a day but claim the facility often ran out of drinking water for up to three days. "Even during the hot summer months, students were required to either drink the tap water or nothing at all. Students were also provided tap water when they took their medications," said Sgt. Adam Tippetts, Nye County Sheriff's Office. Issues with water compliance led to the arrest of the school's owners last night. Various state agencies including the Nevada Department of Health and Human Services are looking into the issue.
