| The phone number ((864) 379-3501) associated with Carolina Springs Academy and the address for Magnolia Christian School (86 Green Acres Lane, Donalds, SC 29638) has been disconnected. HEAL is working to verify whether or not the program is still operating under any name. Another number associated with Magnolia Christian School is (864)379-3505. That number is also disconnected. Another number associated with Magnolia Christian School found on their Facebook page is (864)374-2824. This number is also disconnected. The Facebook page for the "school" has no new posts since approximately August, 2012. The Magnolia Christian Academy website: magnoliachristian.com now auto-forwards to senecaranch.com (aka Seneca Ranch Second Chance Youth Ranch). Seneca Ranch Second Chance Youth Ranch was founded by and is owned by Dr. Harold Ovett Dabel (formerly "consulted" for Carolina Springs Academy before purchasing the property, re-naming the program, and continuing the program. Dabel and Seneca Ranch Second Chance Youth Ranch claim no affiliation with WWASPS nor Carolina Springs/Magnolia Christian Academy. The parent company is Christian Educational Youth Services, LLC. It appears that Carolina Springs/Magnolia Christian Academy are closed. | ||
| Randall Hinton Arrested: Randall Hinton, who has long history of working with troubled youth, was arrested last night. In a telephone interview with Jeff Worley, an Investigator with the Canon City Police Department in Canon City, CO, ... learned a search was done on the premises of Royal Gorge Academy, formerly Royal Peak Academy. According to Officer Worley, a vast majority of the students were interviewed. Officer Worley also stated that, “Hinton was arrested on charges of false imprisonment, which is a felony because it was accomplished with the use of force. He was also arrested on multiple counts of third-degree assault and for reckless endangerment. In Colorado, that means he placed another person, in this case, at risk of serious bodily injury.” There is an ongoing investigation. This is not the first time we have heard about Randall Hinton abusing children. In a June 22, 2006, Rough Love article written by Joanne Greene of the Miami New Times, Hinton was quoted as saying, “I think I can remember Layne being pepper-sprayed more than once a day. I know he was pepper-sprayed more than two times a day. I don’t think it would have been more than three times ... and from somebody on the outside looking in, I would say it would be abusive.” Hinton was formerly employed by Teen Help, Tranquility Bay, Carolina Springs Academy, and Academy of Dundee Ranch (which was closed due to allegations of child abuse and neglect). All of these programs were associated with the World Wide Association of Specialty Programs and Schools (WWASP aka WWASPS). | Fire destroys dorm at school for troubled teens--June 26th, 2008--ABBEVILLE, S.C. --Authorities say fire destroyed a dorm at a boarding school for troubled teens in Abbeville County, but no one was injured in the blaze. Carolina Springs Academy Director Elaine Davis says several students returning to the dorm after lunch Wednesday smelled smoke. Fire officials say the blaze burned for more than two hours and destroyed the dorm at the school which specializes in helping students that aren't reaching their potential because of their behavior. The school has moved the boys to another dorm on campus. The Red Cross plans to give them bedding, clothes and school supplies. | Rescue Groups Claim Dozens of Animals Abandoned in Donalds--September 8th, 2010--(Source: wspa.com) Abbeville County, S.C. -- Joe Mann has been rescuing animals since he was a little boy. He's devoted his life savings to his ranch, Big Oaks Rescue Farm in Greenwood. "I've spent close to $400,000 out here," said Mann. Mann claimed on August 10th he learned of dozens of animals had been abandoned at a private residential group care organization for children. That facility [Carolina Springs Academy--WWASPS] closed in June, according to the South Carolina Department of Social Services. Mann said the owner of the animals is Narvin Lichfield. He said in August Lichfield told him he could take home two colts, and seven horses. "He was the first one I had permission to remove from Narvin Lichfield," said Mann. Mann said he also rescued more than 50 sheep who were in bad shape. "There is nothing but bone," said Mann as he rubbed his hand over the back of one of the sheep. | Founder of Abbeville County boarding school won't be prosecuted on bad check charges (WWASPS)--March 26th, 2011 (Source: independentmail.com) GREENWOOD — Narvin Lichfield won’t be prosecuted in connection with about $2,000 worth of bad checks written on the closed account of his former boarding school for troubled teens. After being arrested Jan. 28 for driving with a suspended license near the now-closed Carolina Springs Academy in Abbeville County, Lichfield was served with three courtesy summons related to bad checks that were passed at Frugals ABC liquor store in Greenwood. Lichfield and two other former administrators from Carolina Springs filed affidavits saying that an ex-employee at the boarding school had forged the worthless checks. Lichfield also submitted samples of his handwriting. Last Wednesday a municipal judge in Greenwood ruled that the case against Lichfield will not proceed. Court records show that Lichfield entered a no contest plea Feb. 16 on the charge of driving with a suspended license in Abbeville County. He said he paid a $685 fine to resolve the matter. Lichfield founded Carolina Springs Academy near Due West in 1998. The school for unruly children shut down in 2009 after state officials sought to revoke its license. Their decision was based on numerous violations found in the course of 19 site visits conducted over 18 months. Although Lichfield has said he wants to reopen the facility as a Christian boarding school that would be exempt from state regulations, he is having trouble lining up investors. HEAL does not support segregated congregate care for many reasons which include that many such facilities are abusive, exploitative, fraudulent, and lack effective oversight often as a result of fraudulent misrepresentation coupled with the ignorance of those seeking to enroll loved ones in such facilities, programs, schools, or centers without a valid court order and involuntarily. In the United States such involuntary placements done without a court order are apparently illegal as they either violate the Americans with Disabilities Act community integration requirement or due process rights of those involuntarily placed. Now, in regards to parents, in the United States parents have the right to waive their own rights, but, not the rights of their minor children. Now, most facilities on our watch list include waivers, indemnity clauses, and sworn statements parents must sign assuring the program that the parents have the right to make the placement involuntarily and without due process in a segregated congregate care environment, however, California and federal prosecutors as well as settled law appears to suggest that is not the case. In fact, in the David Taylor case found at http://www.heal-online.org/provocases.htm, Taylor sued Provo Canyon School and his mother as co-defendants. His mother was found liable for 75% of the damages awarded to Taylor as a result of multiple complaints including false imprisonment, while the program was found only 25% liable because the mother owed a duty of due diligence to investigate anyone to which she would entrust care of her child and she failed to do so. Now, HEAL opposes segregated congregate care and we find most placements are happening illegally in the USA which if the youth understood their rights would result in unfortunate outcomes for the parents, particularly when they don't exercise good judgment and support the fraud and abuse rather than their own children when they need remedy and justice. And, HEAL supports all victims of fraud and abuse in seeking remedies at law for any crimes or torts committed against them. And, that's true whether or not the program or victims are in the USA. HEAL has a 5 point argument against segregated congregate care we'd like you to consider: a. Segregated care is unconstitutional and a civil rights violation. Fla.) – On April 7, 2016, the United States filed an Opposition to the State of Florida’s Motion for Partial Summary Judgment. In the Motion, the State had asked the Court to rule, on a variety of grounds, that the United States could not recover damages for unnecessarily institutionalized children to whom the State had been deliberately indifferent." b. Institutionalization is always dehumanizing and coercive. Institutionalization always harms the institutionalized and deprives them of protected civil rights. Dr. David Straker, Psychiatry Professor at Columbia University's School of Medicine (Ivy League) explains this in detail at http://changingminds.org/disciplines/sociology/articles/institutionalization.htm. "Many institutions, from prisons to monasteries to asylums, deliberately want to control and manage their inmates such that they conform and do not cause problems. Even in less harsh environments, many of the institutionalization methods may be found, albeit in more moderated form (although the psychological effect can be equally devastating)." Therefore, it is clearly not in the best interest of the youth subjected to those environments.
